Did you run the add and remove as an admin? Or did you just launch it normally?

Could it be a bios setting?No BIOS isn't "involved" once the system is booted. Not in any sense like you're thinking.
Weirdly enough It's just getting blocked

What is blocked, the add and remove features?
It could be a GPO (local) that is preventing you from launching the Add and Remove features functionality.

WTF, people are still getting that? There's been countless guides on preventing it, mostly for Windows Server too!
