      Anybody got an Idea on how to get a Windows 7 Box to allow me to Turn windows features on and off - logged in as admin, saying admin is blocking it from happening.

        Setting up a new user workstation, drinking a beer, and reloading another laptop for someone else.

                    No BIOS isn't "involved" once the system is booted. Not in any sense like you're thinking.

                          It could be a GPO (local) that is preventing you from launching the Add and Remove features functionality.
