@Dashrender A shower curtain is generally 2 part, the inside piece which is just cheap plastic, but may have a design to it and the outside which is often times a cloth piece that looks more fancy.
Using window blinds for this is just stupid and expense.
But your point is made, they do have part 1 of the shower curtain installed.

I don't think it's supposed to be the shower curtain, there is still a curtain rod, and it has it's own curtain on it.
But it's a clear curtain. This solves that isuue.
