We're working really hard on Tenants right now, so it may take a few weeks before we incorporate this suggestion.

Yeah - even requiring the 1 just seems odd considering it's US only. But if the goal is branch out and do international - then why not make 001 or 011, or whatever, required instead?

011 is a common dial out prefix method for the US, no different than dialing 9 for an outside line.
