 I got my refund no issue after the claim date. It's up to Paypal. Maybe cloudatcost PayPal balance is out of cash? So now PayPal are chasing them for a debt

But they can withdraw all the funds from any attached cards or bank accounts.

 They did the refund but to a card I no longer have. Trying to get them to change that.
