I got my refund no issue after the claim date. It's up to Paypal.
Maybe cloudatcost PayPal balance is out of cash? So now PayPal are chasing them for a debt

It doesn't matter if it's out of cash they just put negative balance on your account.

Nope. They can't. It's in the terms. But they can withdraw all the funds from any attached cards or bank accounts.

They did the refund but to a card I no longer have. Trying to get them to change that.

The card company should send you the refund if you have closed the account.

That have to refund to the payment method used. Contact the CC company they will send you a refund check.
