Anybody got an Idea on how to get a Windows 7 Box to allow me to Turn windows features on and off - logged in as admin, saying admin is blocking it from happening.
Did you run the add and remove as an admin? Or did you just launch it normally?
Launched as admin.
says " Admin has removed Windows Features"Okay good, so the current admin needs to remove the rest of Windows 7. . .

Could it be a bios setting?No BIOS isn't "involved" once the system is booted. Not in any sense like you're thinking.
Weirdly enough It's just getting blocked
What is blocked, the add and remove features?
It could be a GPO (local) that is preventing you from launching the Add and Remove features functionality.
Yeah the add and remove windows features .
How could I check that exactly? -
