I havent personally used Server 2016, So im curious.Well, in some ways that is true. They share a kernel and Windows 2016 is less cluttered. So the statement isn't exactly false. But weird, for sure.

Yeah, it's like saying Fedora Workstation Cinnamon spin is less cluttered than Fedora Server basic install... two different purposes.

yeah, and in some ways 2016 is more cluttered... filled with all those "services and roles."

The exact statement made was : "Server 2016 is basically the same as Windows 10 - Only it comes with Server roles, if you dont use the server roles, than it's a less cluttered Windows 10."

Ended up with Ubuntu. I still don't like ubuntu, but it was the easiest to get a working config setup on.
dnsmasq is in proxy mode for the network, and acting as the tftp server.
