As I always say, HIPAA is there to make the lack of security in medical look reasonable. It's all smoke and mirrors. It defines a bar so low that no one would have accepted it except that HIPAA was pushed so hard that people think "well if it meets HIPAA, that's good enough"... but HIPAA isn't "good enough" for any industry, except medical.
