You don't have a button the keyboard? Try shift+f10 and ipconfig /release

Alos this model of HP doesn't have a Wifi Button on the keyboard from what I can see ..

I would've thought Microsoft would simply have eliminated the local account functionality.

if you're connected to the internet at time of set up- it looks like you can't set up local accounts.

So ridiculous. Since you have your choice of OSes... go for Ubuntu!

On my personal device I can now change the OS to whatever I decide

Press Shift + F10 to open command prompt and type ipconfig /release. Click on the and it should reload with the only option to create a local account.

Hopefully that will only apply to Home edition and not Pro

They sorta already did, and @Obsolesce post seems to indicate they rolled it back.
If you were online with 1909 home edition, you could not make a local account - you had to reboot and take yourself offline (disable wifi/unplug ethernet), only then could you make a local account.
