I'm not even going to bother explaining a single thing to my users anymore. This user has an i5 with 8 gigs of ram and is only running office but says "My computer is slow. I need a new computer." No, you don't. You're accessing huge files on a 10/100 network from a dell 2800 in another building using wireless link. Spend fucking money.
I need to start drinking more
User: Why is it so hard to get the city to spend money?

something like this:
user thinks their computer is slow - reports it to IT.
IT reports the computer is working at it's optimum ability.
User disagrees and tells boss.
Boss agrees with user and reports to IT.
IT passes complaint to head of IT
Head of IT informs the how and why of current performance limitations to manager.
manager puts pressure on their chain of command for improved infrastructure - sighting increase employee output as reason for send.
etc. -
@Dashrender That is how it's supposed to work, but rarely do people actually follow that process because it seems to me many IT people have a difficult time conveying an issue in non-magical words.
