And improved the odds of catching the house on fire. . . it would've taken maybe 3 extra inches of cable to do this properly.

That has to be one of the lamer things I've seen and I've seen a lot.
By doing that, the added insulation is rendered moot. The proper way to set that up would require a vapour barrier to be sealed against that hole and drywall laid in the hold and patched prior to laying the Styrofoam and drywall over top.

EDIT: Missed on step. the previous hole filled with insulation prior to vapour barrier.
