Does it need to be hacked and leaked? Because to know you can't call someone you have to see the list to know if they are there. So, AFAIK, by definition it is public.
It's not public. Only registered and approved US companies can access it. https://telemarketing.donotcall.gov/faq/entity.aspx

Ah, I see. How does it work if the people making the calls don't know not to make the calls?

Wondering where my wife has gone. She fell asleep several hours ago. I thought that she was going down to the living room to chill. But she is apparently down in the basement in bed fast asleep.

Just got back from being shown a house. Now we are talking about buying it. We were not looking at it with the intent of buying it, just getting ideas on what things would cost around the area. But it turned out to be freaking amazing.

I thought the Spain thing was semi-temporary.

The move away from the US is perm, Spain was just our first stop. But we love La Alpujarra so much that we are really, really tempted to buy a place and settle down. This village is so idyllic that it is really hard to resist. We were just wondering about what prices were like and then we got shown this amazing house with multiple gardens and terraces and tons of space..... and we are friends with the people looking to sell it, know what they figure that they can get for it and know that it would be pretty perfect for us. Very tempting.
