Dealing with the leavings from someone who refused to do things correctly with ESXi. No cpu or memory hot plug enabled and only 2GB of ram on a Windows Server VM... yeah, just so bad as you think. At least it's only a DC and not something important. That waits till some other time

Not if you do it properly and dont install a GUi in a small environment.

I'd say no, unless you have several thousand users. Our student domain has nearly 35k accounts and roughly 10k that are heavily used... actual RAM usage is ~4gb (the servers are given 8gb).
