I haven't tried which options can be disabled and which cannot.

But under Apps & Features there are some options:

This is the first this week that I've seen it blip. I think that this is a "Danielle's office" issue.

Don't worry too much. Lync sucks BUT Microsoft is addressing the situation by migrating people over to Skype and merging the two products.

They should have more info about it and announcements if they are telling writers and having them put it in the news as if it is showing up via O365's normal processes. That's very confusing and does nothing to make people happy with the product.
