Roster and Schedule Software

I'm looking at scheduling/roster software for around 10 people at different sites but may scale out to 50+ if other staff get wind of success.
At this point it'd be for scheduling service desk shifts, and better leave management.
I've never used any scheduling software before so I'm not sure exactly what I'm looking for.
So far the I'm looking at the following:

Cloud based

Choice when it comes to datacenter location.
We have data sovereignty requirements, so this is a deal breaker -
Easy management and operation
Does anyone have any recommendations that they actually like? (or any to avoid?)
Even if you are an end user of some, I'd like to know what's real-world usableBetter yet, there may be an alternative option I haven't thought of yet: How do you schedule staff?

Where I'm at right now it's kind of a nanny state, where staff are scolded like children if you're late, and maybe complemented if you've worked late.
I too would be interested in something like this, but in practical terms I don't know if it would work for my current poe.

Might be worthwhile checking to see if there's something already available within your payroll or HR software. Just to avoid re-inventing something that you might already have.
