What is Outlook connecting to in these cases?

In the case of the Windows 8.1 user its GoDaddy IMAP account. With another user it's connecting to Office 365 (exchange). One twitter user I'm talking with is saying it was an Office update that got pushed out and that users are rolling back to the previous version with a particular command.

If it is happening across clients, across email providers, it's definitely pretty safely going to be yet another failed Microsoft update.

I can confirm this command resolves the issue (for now):
officec2rclient.exe /update user updatetoversion=16.0.12827.20470

So far Windows O365 users are the only ones that are chirping to me. I do have two users who aren't on O365 who aren't complaining...yet.

Right - I'm 100% non O365, and no chirps yet - WSUS is used here, and those office updates are approved to push.

What Office version? Office Click-to-Run would be affected, Office 2013 and up would have been affected.

It can hit anybody using Office 2016 and newer. My first client that had issues was using Windows 8.1 and Office Home & Business 2016 with an IMAP account from GoDaddy.

@dbeato Hmm...I didn't think Office 2013 users were affected. No calls from any clients on 2013 - all my calls were from 2016, 2019, and click2run.

Well, you probably are correct. I should have been more specific pointing to that Office 2013 and up are Click-to-Run.
