You should be able to use USB to IP appliance, but for this all usb's that need to be shared would be connected to a separate server system.
Say a Linux or Windows server.
Here's an open source tool to do just this.

USB passthrough for disks is completely different than USB passthrough for random device X

We use software called Phone Tree and the softwares phone dialing device is attached to USB. Problem is its installed on a Hyper-V VM and USB is not available in a VM from what I can see. I called the vendor and they said we would need an Anywhere USB device that will make the software see the dialing device in a virtual environment. Anywhere USB device is about $330. Is this my only option if I want USB available in a VM?
I highly recommend moving to one though because then the VM is not tied to a specific physical server. You can then DR from anywhere you need to spin up the server.
I have not used this unit yet, but I have heard others say how well it works.

Ah ok. I've seen places where people have passed through USB modems and such (on KVM). I just figured the whole device was passed through.

Not sure if this is EXACTLY what you're looking for... but you can do Enchanced Sessions. It acts like RDP so you can do pass through services.

Right-click your Hyper-V server and go to Hyper-V Settings. Under "Server" (not user... it's not the same thing) > Enhanced Session Mode Policy > Allow enhanced session mode.

Well it was worth a look. Are they on a private adapter? That's probably why. Mine are not external, but they are internal, so the host can pass things through. Private is completely cut off from the host.
