Run away from any Samsung iDCS-100 you see! We lost power for long enough to cause everything to shut down over the weekend, the phone system of course doesn't deal well with sudden power loss. The UPS will keep it running for ~3 hours, but it looks like it was out for ~6 hours over the weekend

If your PBX is dead, you might as well convert now.
FreePBX to a Grandstream GXW4108 or Sangoma Vega50 will let you connect 8 POTS lines to it.

You don't avoid VoIP internally just because VoIP externally is bad.

They actually looked into it and decided to retain the risk and cost of the old system without benefits? What logic did they present for that decision?

In my case, they looked at the risk/cost and decided that end user training and lack of a feature they used to keep them from moving away from Mitel.

That brings up a whole other ball of wax.
If you have existing digital lines, you're likely going to have to rip them out and replace them with CAT 5e or 6.
That's my current issue.
