We just banned laptops at meetings except for the note keeper. She types up the meetings and also runs a mic to record them.
Pen & paper, OCR scan for anyone who cares.

Well what a surprise. The hospital that told me a site to site VPN wasn't an option emailed me yesterday and sent a form this morning to set up a site to site VPN.
They only wasted 7 months trying to do it without one.
