I've seen this very similar issue. Was it also reading or speaking to you about calling the number to have the system cleaned up?
Use the task manger to kill the processes, and run Malwarebytes, it'll clean up the infection pretty quickly.

Poor English used to be a dead giveaway on these things. Anymore, that is the level of language competency that you see in legit documentation, so it's gotten a bit tougher to spot. ...but I still wouldn't call that number.
