L3 provides numbers for Google Voice, as they do for many different vendors. Odds are it was a pool number that was sold to Google sometime recently.

Strictly a hypothetical that might explain why. Might be a small biz with a "frugal" owner who won't buy anything new and expects IT to cobble together working solutions out of garbage (non hypothetical, that was an old job I had). My current company feels that data is worth the investment in a turn-key system, but I've worked places where management would have balked at new SAS drives for a homebrew NAS.
Maybe a non profit with lots of spare kit lying around. My boss might send me home for suggesting such nonsense here.

What are the odds of someone's current mobile number being given out as a google voice number to someone else? I've only had the GV number for 2 or 3 months, and suddenly this week, there are tons of "returning your call" voicemails and texts from people I don't know. One was very irate and said "your rude behavior will be reported to Level 3 Communications..." Did I somehow get a tech's cel # as my GV #? All the calls are around atlanta (local calling area) and many seem to reference someone not showing up, etc... I'm tired of trying to tell them "wrong number" or "f*ck off". So weird, and it seems to have started this week for some reason.
