We have no idea. He was having a slightly rough morning, but nothing too unusual. He had two threads that he was on where he was being a little belligerent having issues understanding basic abstraction (not technical, just normal mental abstraction) and seems to have gotten frustrated or embarrassed when his attempt to attack one vendor and to belittle one OP didn't go as planned and he looked a little silly for having made the attempt. But other than that, I have no idea.
In one case, he was trying to make a vendor look bad by calling their free product tier a "trial" even though it clearly was nothing of the sort. He was acting very strangely about that, some agenda that no one was clear about.
In the other he was trying to be technical on a thread about VoIP that he must not have known anything about because he was attempting to correct people like @IT-ADMIN who clearly knew the technical material but he had guessed that he could bluff there. He got called on his bluff and immediately deleted his account.

wooo.. RSAT on Windows 10 is way different. At least Users and Computers is.

I had @technicalangel install it on a user machine running windows 10 the other day but I have not looked at it yet.

I've had RSAT on my win 10 test machine for like 2 months now... I thought I found the link on ML.

Is DHCP included? My co-worker is running 10, but there's no DHCP manager to be found.

Yep, DHCP isn't there.
I didn't check the details section at the RSAT download site but it's there:
DHCP Tools. Dhcpmgmt.msc is not available in this release of RSAT, but equivalent Windows PowerShell cmdlets are available.
