O365: terminated Employee and Licenses

As an NPO - E1 and E2 licenses are free. However when one employee is leaving and another hired, you don't want to keep 'buying' free licenses.
What is the suggested best practice to address and terminated / retired / departing user? leave the account and remove the license?

If it is a position you know they will be replacing keep the license open... since it is free there isn't really a downside.

I don't think there's another way to do it. as you don't really want to reuse emails. some SMBs are using position based emails rather than personal name based. To me this is a red flag and sounds like a revolving door.

Think we are 'crossing' terms. Release = freeing. The release doesn't mean we lose the license,.. just that it becomes free to be recycled into another user. -

Ah, I didn't realize it was a different mechanism for NPOs. I assumed that the purchasing option was the same just the price was different.

If I have a user, Sue, who was just fired, I am able to delete her account and have that license reserved for the next user to take that position. In reality we don't do that, we keep those accounts for X amount of time before deleting them.

If you are wanting to keep the records of the account Archiving is the best way. then you can delete the account. You should be able to add the email address as an alias (doesn't use a license) to the persons email who replaced the position (or their boss.)

Right - User accounts should be kept for a period of time, the company / agency owns the email within that account. While I can order up another few licenses (seems best to do in blocks of 10 or 20 rather than 1 or 2).
O365 you can block the account but retain active 'status'.
Archiving - I've not seen that in the console,.. will have to look.

And there is a minor rub in that. The free O365 lic includes E1 level, to do this operation they need to be E2 lic, which is under the paid section.
As the process will 'free the license' any reason why I can't push a e1 lic to an e2, follow the process - which should then release the e2 license?
