The poster of that meme believes that either the husband took a loan out or simply spent a rather significant amount of the family savings on something without discussing it with their spouse.
I know my wife would agree with that - I on the otherhand don't depending on the family financial setup.

The bigger point being, cars are too large to be purchased as presents in middle class income brackets. It's a purchase so large that no matter what your financial view is, it's life impacting.
