What are the requirements for this? i.e. 2019 version of local Excel or Excel online only?
Local Only.
You mean you want local only... that's cool, just not the sole requirement when it comes to M365
-
If you want Local then user remote web app for that. That will allow you to still use a file server and use a remote app.
Just beware of this:

They only use Local. I suppose if online was also supported, that would be fine.

I don't have a ton of experience with it - but what I do has overall been pretty good.

ODfB not OD. Completely different mentalities. Though both pretty much the same technology now (finally).

That's why I don't bother differentiating them anymore in general. But yes... my intention was to recommend ODfB.

Do you know if the OD that is included with Microsoft 365 (Non Profit, if it matters) is the Business version?

That was ODfB, so I would assume it still is.
