I will need to have Windows in one way or another ( possible a VM for work- to run the Remote Desktop Tool we use to connect into sites)
Why? do they not provide you with a computer for you to use when you are oncall?
Personal Computer / Laptop.
Never asked if they would provide one.Sounds like a perfect time to go to him and say - hey bossman - my home computer died - and you have me oncall - and my pay sucks and I barely can afford to live - please provide me with a computer to use for oncall purposes.

You mentioned you're using Windows on the desktop - use Hyper-V in Windows 10 Pro. Hopefully your boss didn't cheap out and get you a laptop with Windows 10 Home on it.
This is my laptop - Not a work laptop.
This is for personal as well as business reasons.(that way they dont have a say in what I do on my Laptop )
In that case - Learn what you can, as fast as you can, then GTFO! The boss clearly doesn't actually desire smarter employees - he's pushing everything off on his support contracts - while that might be a good business decision, it's not good for you as an individual.
What do you suggest I do then? What should I focus on ?

Sure, telling me to leave for a while. But I'm Still learning and trying to soak up as much as I can, I'm in no position to leave, regardless of the politics I enjoy the job I'm doing and helping people, and even if my boss doesnt want smarter employees, that doesnt stop me from Being the hardest working and most involved- it especially doesn't stop me from learning and pushing to learn new things.
You should be applying to anywhere/everywhere you can. You're biggest issue is that you can't just up and leave the area because of your kid. If you could, you would be applying nation, possibly world wide - and just go! But again, kid, so you can't. So, apply now, for everything - interview as much as you can. And move on to the next job as quickly as possible - and be like Scott - keep moving, at least until you find something you absolutely love - then, maybe, but maybe not, stop moving on.
Right, we understand that geographic limitations exist here. Not ideal, but can't be fixed. And we realize that changing jobs can be hard under those circumstances. But the longer you stay, the less you will learn, the less you will grow. All of the reasons you state for staying, are the reasons to GTFO as quickly as you can find something else. Searching for a job that pays more and helps you grow should be your full time home project. The sooner you get out of there, the sooner you start protecting yourself.
The longer you stay, the greater the risk you have that you can never leave.

I don't consider it really acceptable to expect to do a job and not be provided the tools to do the job. They don't expect you to come to work and bring your own computer - why would they expect you to work from home on your own gear?
Speaking of that - are they paying your cellphone bill? I'm assuming you are using that for work purposes as well while you are at home on call.

Do they expect him to work from home though? Maybe they do, I wasn't looking for any of that. If so, yes, they need to provide something.

You don't have a company owned tool to do your job. Period. You are using personal equipment and the business is profiteering from you.

Not really, requiring a laptop can be like requiring a car. Lots of jobs state that up front. It's totally legal. Sometimes you are expected to provide your own tools, especially if they are so common that you'd expect anyone to have them (car, computer, phone, etc.)
Is it good? Not really. Is it legal and common, yes.

hell, they should be paying for a part of your home ISP bill as well.
