 Anybody ever see desktop.ini in the startup folder? Never came across this before, just showed up on a site.

No other reason behind it? It's a custom appearance configuration file. It defines how the folder is displayed in the Explorer.

 Every folder in a user profile has an .ini file as far as I have known Windows.
