Outlook 2016 Cannot Open Because of Set of Folders

The thing is we use (traditional users) emails for everything, even sending files . The true alternative for emails is not using them, or limit them. Instead use groupware, where the DB belongs to you, and can be fixed and optimized or replicated, then use emails for everything else.
I'm not suggesting an alternative to email. I'm saying that Exchange and Outlook are absolute garbage. Every other email system in the world works better than these. Email is a commodity, no one should have email products as flaky as Microsoft does, there is no excuse for them to be so bad in this day and age.

The fundamental issue is that the entire Exchange / Outlook ecosystem is garbage.
The thing is we use (traditional users) emails for everything, even sending files .
Why not use email for email and a transfer system for sending files (NextCloud, SFTP, SharePoint, Huddle, etc). Using a system out of its intended use can cause unnecessary congestion.
If you use NextCloud and Zimbra, they have this built in. If you integrate NextCloud into Zimbra, you can use the Zimbra interface for automating NC. If you do it in reverse, NextCloud has an email client that NC controls and does this.

hehe the wisdom always seems strong when your frustrated.
Just repeating the same things that I say normally. I avoid Exchange for a reason. I have to use Exchange for NTG, and Zimbra for DCH and Zimbra is so much better.
Zimbra has a local client too, doesn't it?

It is, I use it one way (Zimbra client, NC integrated) and my wife uses the opposite (EMail client built into NC.)

Wondering about features between web and local. After using Outlook local client for shared mailboxes, shared calendars, quick steps, etc... The web version of Outlook is almost unusable.

Zimbra does work well on the WebClient, their Zimbra Mail client just plainly needs a lot of work. It also still uses Java.

Lol that doesn't need work, that needs a re-write.

I think that they basically abandoned it. It's mostly pointless, every OS has a built in client that is better, and their web interface is rock solid. So who and when would you use the Java client? It's just silly.

Yeah, they need to redo it from the ground up with Electron.

I know some folks mentioned outlook /safe, but can you try also Windows in Safe mode with networking ? you never know.
And this never fixed an issue for me, but check if there is windows corruption with sfc /scannow

Usually creating a new Outlook profile fixes things.
Long term fix is of course using something other than Outlook.
I hope you dont mean Mozilla Thunderbird, I use it for my personal 3 accounts, and I like the fact that it works with the extra 2 factor security, but it is slow and flaky, sometimes I need to send and double check, and send again.
Still better than Outlook.
But in reality, why use an email client with Exchange?
OK so we are talking about Exchange here. Kill the OST.

Right, OWA would have "just worked" here.

Full reinstall seems to have fixed it. Outlook itself was apparently corrupt.

Now that's just a little disturbing, or that's what we call uality programming (after the entire series of Dilbert comic strips about the company making a keyboard without a q.)

Yeah, this was pretty pathetic from an MS software perspective.
-
I see that you've resolved the issue but I'll add something to try for future visitors.
Start Outlook from the run box, or the start menu:
outlook.exe /resetfolders

Not surprising.
