Outlook 2016 Cannot Open Because of Set of Folders

Full reinstall seems to have fixed it. Outlook itself was apparently corrupt.

Yeah, this was pretty pathetic from an MS software perspective.

I see that you've resolved the issue but I'll add something to try for future visitors.
Start Outlook from the run box, or the start menu:
outlook.exe /resetfolders

Usually creating a new Outlook profile fixes things.
Long term fix is of course using something other than Outlook.
Good luck with that if you are in the MS ecosystem.
