That end users choose to ignore some messages and read others means two things...
- Either format will be ignored at random, choosing text is just as likely to be ignored as email, it's totally random.
- They are choosing to ignore the message, which makes it not the company's problem.
Yes, that is the right word, "choose to"

I don't know any non techs that have a smart phone who don't have email on it. This is not a real issue.
I do know people who choose to still have flip phones, and those people could likely have email on their phone, but don't - and they also choose not to use texting either.

Sure, but not texting, because you can't be sure it is delivered (texting doesn't guarantee that) and assuming the company doesn't provide it, they can't request that you unblock it. So while lots of things might apply, it's just the email is as good as it gets, and texting is about as inappropriate as it gets (as an option its fine, as a requirement, it's pretty bad.) The point being, you can't improve the situation by choosing something other than email - since you can't get better, it proves it was the right, or a right, choice.

boy are you preaching to the choir here! I get irritated when people are like - hey you didn't respond to my text. I'm normally like - uh, what text?
No assurance of delivery.
That said, email doesn't have assurance of delivery either unless you put receipts on them, but those can be killed by the receiver, so the sender gets nothing (best the sender can do is look at their outgoing logs on their server and show the handshake handoff - if that's even logged).
