Texas offers this already to all students. It's not mandatory of course. But it is a state-wide option. Few (if any) other states have that. TX has had it for a while.

Jobs like Fast Food positions are solely meant for unskilled labor and or those with no desire to learn. So while I agree it should be a short term position, some people are happy doing something with no responsibility and no requirement to think.
