Last I looked it said the following:
"If you use assistive technology on Windows, you are eligible for the upgrade offer", So the question is, what does that mean? -
I will just say that Keyboard Shortcuts are Assistive Tech according to MS.

That was the point. They want everyone on Win 10
Yet they wanted the stupid stock holders to think they killed the free upgrade.
But they (MS) have killed the free upgrade for assistive tech at the end of the year.
