You don't. You enable wheel. Scroll down and look. There are two sample lines about wheel. They are commented out. You uncomment one of them, I prefer the one that has "nopassword". Only unfomment one of them.
After that wheel access works.

What's a turn signal?
Apparently it is a very pricey option on a new car, not even available on some models. It is used to confuse drivers behind you while you travel in a straight line.
