Going back to the original question- If management wants them to be able to edit themes, is a plugin for creating granular permissions good to use?
Usually no, because those plugins are simply circumventing the installation and moving things into weird locations. And often break between versions.

That's what we try here but with the "if you have admin access, we aren't touching it any more".
It takes it from an IT system to a different class with where we work.I am the only IT guy here. I don't have time to teach people lessons after they screw up something that should have been restricted in the first place.

No, but I can copy and paste a response I can't clone myself yet.
I would make the final explanation that, administrative access is for people who are going to be fully accountable for the site, including not just the content, theme, users or addons but also with ensuring the site is backed up and updated regularly.
If an addon, theme or user needs to be invited they can contact the IT department to request these changes are made.
If contacting IT is to cumbersome and they insist on Administrative access, save that communication as a CYA with a declaration that IT can't be asked to "Fix the wordpress" because there have been to many chefs in the kitchen.
I will tell them the first parts and hopefully be done with it.

Tell the owner to pound sand, even if she has experience "designing" sites doesn't mean she has any practical understanding of how to maintain a site or server of any kind.

Yeah. Exactly. If she is working here, in a different capacity, it doesn't give me any confidence in her ability to correctly manage any of this.

My guess is she's setup and designed sites in the past and handed them off to a client, never to look at or touch ever again. Besides maybe a change here or there to verbiage or something along those lines.
She's attempting to be the IT department, when she's at best a developer, very likely just a money bag to get others to do the development. In no way should she have this access.

Once you reach those avanced requests, Wordpress is not what you want , you need to check Drupal.

Yeah. According to the initial request, it really is funny how simple the site is supposed to be and how they are just pushing and pushing-
Also, note that they are planning on building a forum. I don't trust them with a 3 page website. They certainly aren't building a forum. -

Why don't you just purchase a WordPress.com (or some other fully managed WP host) account for them, and just hand it off completely to them? All responsibility besides billing and account is on them.
