The idea of charging more for using more electric it is just dumb.
It's idebtial to paid fast lanes and net neutrality.
Who gives a damn how I use the electric, you're still being paid.
I think the problem is that people are using more power than the grid can generate?
Could apply to any technology then.

Yea but this really doesn't matter. You're using to much water(car washes) to much natural gas(restaurants) so we're going to charge you more.
The idea doesn't make sense.
