I'm being dead serious here, have you asked her if post-it notes would work? If she needs a reminder to tell the customer to have a good day or that toilet paper is 10% off, it seriously could be the correct solution. I have coworkers that have up to 10 post-its on the monitor, phone, etc. at any given time. We also use label makers to more permanently attach certain things like "Transfer * Ext = VM" right on the phone...
Maybe it is a ticker for her password, lol.
Just change her password to "Incorrect" so when she can't login the computer says "Your password is Incorrect."

Which is why she needs to delegate the tasks, rather than attempting to manage it herself. As clearly she can't do this. She manages people, not technology.

The use doesn't matter as much as the glaring issue that a technical solution being used, by someone who manages people, but doesn't want to do anything with the tech will not work.
It must be delegated, as she clearly isn't going to keep up with it, since she is apparently incapable of editing an XML file. ..

That depends on the particular ticker. That it is RSS feeding it is just the standard format for feeding that kind of data. Doesn't need to be RSS, that's just a simple format commonly associated with this kind of thing.
But it is two different things, one is the ticker that displays something (generally RSS) and the RSS which is just a text file for populating list data.

For this purpose it needs to be one that will sit on the bottom of the screen and sit between the task bar and a "Whiteboard" that will constantly change. Maybe this will help make sense.
That's why a post it won't work. It needs to allow the program to be up and running and scroll the text at the same time.
