Where have you been? We've been talking about this a lot for a while. It's just a service on Windows, provided by MS. Microsoft made a fairly big deal about this. It's the OpenSSH system from OpenBSD, same one you know and love on every major Linux distro. Microsoft themselves ported the OpenSSH system to Windows (so it's a first class, primary vendor supported system) and its official packaging is NuGet and its official distribution primary channel is Chocolatey. There are other ways to get it, like direct from GitHub, but Chocolatey is the team's recommended way.
It's just a Windows "role" that you get through Chocolatey instead of the role manager. 100% Microsoft and no relationship to any subsystems.

With powershell, MSIs, group policies, who cares about this? I find a load of articles from 2014 "look exciting" on a few sites but...I don't see anyone jumping up and down with excitement.

I didn't say or mean to say at least that most people use SSH, most people who use SSH, get it this way.
But I DO see loads of people jumping up and down with excitement. It makes Windows so much more accessible for simple things like ad hoc file transfers and management from other platforms and not needing tools like Putty for shell level work and such. We've been asking for it for decades and it's super useful now that it is here, just as expected.
I think loads of Windows-centric folk either aren't aware of all the cool things in the Windows ecosystem or like to avoid them because they don't like change or something.
And how do things like PowerShell make SSH not useful when PowerShell is the primary use case for it?

Well, you did say that all people who use SSH on Windows use Chocolatey, which is bold.
I said basically all, and it's not even slightly bold given that MS officially promotes and recommends and packages for that method. It's basically like saying that most people who use SSH on CentOS get it from YUM. It's so obvious it should need stated, really. Clearly some people in both camps do unnecessarily manual workarounds to do it some other way, but if anything, the bold bit is calling it bold. And if that's what you meant to call bold, what you then posted didn't make any sense.

No we are not dead. Quite the opposite. We're growing a lot and have been very busy.
(1) We did finally push a Chocolatey package update but it got kicked back. We're going to have to institute more of a process for maintaining our vast surface area of ports and packages. It's horribly annoying since every package manager and package repository has its own unique way of being a pain in the you-know-what.
(2) Windows auto-updates as of 1.2.0. 1.2.6 will be coming pretty soon.
(3) Yes we did rev our community system yet again. We're trying to iterate toward something as low-friction and interactive as possible.

Also IRC isn't gone. The IRC FreeNode #zerotier channel is linked to that chat system's #general channel bidirectionally by a bot.
