Late summer or early fall 2016 for Upstate NY / Western NY is what I am currently hearing.

I'm not really sure. But from what I have been able to gather it is not the license itself that is the issue but the manner in which they hand them out. NY doesn't do enough background check or something.

The first one will be in the USA, and NYS to be exact. Anything outside of the states will probably be more social than anything else.
