No, because these are managed printers and the drivers and very specific functionality is required for them.
Plus I don't want to go and play with CUPS when I could have 170 angry people yelling at me all at the same time.

Printer config files are stored in /etc/cups/printer.config
So...would it be possible to inject the config and then restart the cups daemon?

Everybody probably knows how to install a printer on Windows. How does one install a printer on Fedora 29 Linux? What are the packages and dependencies required?
I would prefer to do this in one of 3 ways:
in that order of preference.
I can't get away from printers, so I need to automate it for certain people to get certain printers. Shipping people gets shipping printers, HR people gets HR printers, Accounting people gets accounting printers...you get the drift. I want to automate it with Salt states, put the printer commands in the salt state and then apply the salt state to the minion. If I can't d it in salt, then script it and execute the script with salt and Salt SSH. Otherwise, I would need to do it by hand.
Example device would be a Xerox C60-70.

Copy it and change the name, then reload Remmina. You'll now see a copy of the same thing. Go back and delete the original in the file system and reload Remmina again. Original disappears.
Tells me that one should be able to simply dump the connection configs on the minions, tighten down the permission to read only for the user and let them operate.

You should be able to supply a config file into the reminna directory, yes.

You can push files to minions, so save the config, and have that pushed out to the minions. Getting it in the right place is the hardest part.
According to Remmina's FAQ here, they store their configs in different places. Remmina's main configuration files are stored in $HOME/.config/remmina/
as remmina.pref
. Connections are stored individually under $HOME/.local/share/remmina
as XXXXXXXXXXXXX.remmina
. If I can rename these files to be more SysAdmin friendly, then it would be easy to know who gets what connection.
After that, it is just a matter of setting up a local file server for IT to serve out config files and other stuff.
