RE: GPO forcing a default app has changed the desktop icon.
Find the file IconCache.db in %UserProfile%\Appdata\Local and delete it, make a backup before.

OMG 2003!! Exchange was so bad back then. It wasn't really usable until 2010. 2013 was a huge leap forward. 200GB is not that large for a single mailbox in 2013, but for a 2003 system that is problematic.
It's not so bad for a SMB, just one little problem in the 5 years I'm working here.
Now thanks to Outlook 2013 and 2016, they are not compatible with Exchange 2003, they are thinking in move the mail to Exchange Online.

I try to explain the problem with the size in Exchange but they just don't care.Only way I found to reduce the Exchange Database was use Pst, we have a lot, and many are really big.

I get an answer for Microsoft this morning.
The send me by mistake and old version of the file (v2 instead v4)
Now all Macros works fine and can fill the Excel sheet.

Company I work need connect to some old machines using Com port, with very specific software, this software It's not compatible with W7 or W8.1, so I've some old laptops, out from the company Domain, for this Tasks.
I'm using one of this laptops to fill the excel file.About the file I get the English version, Microsoft send me the spanish version, and works fine in Excel 2013.

The Excel have a lot of Macros It only works with Excel.
Only way I get to work is using Xp and office 2003, impossible make it works with Office 2013 and W 8.1.

I need attach some Oem licence Pictures to the Excel, They say is compulsory, but I do now how to do it.
It's the worst Excel file I've seen in my life, full of errors, macros crash everytime...

I'm in the same situation that you right now, they sent me the Excel file "Deployment Sumary SMB v4.xls" to be filled.
The excel file It's terrible, have a lot of errors, always get error before save.
