You could also opt to purchase a few $25 poe injectors for the few phones that are required to have power all of the time and feed that from your UPS.

That is not right. I'm 50% or more laptops. So I would need at least another 30 ports, but probably more like 40 ports to include phones in random locations.

It's not that you are laptops. I think you are trying to imply that your laptops are wireless?
I may or may not have a wire there - but I definitely don't have a switch port connected to those wires. I replaced switches a while ago and didn't buy more than I needed for the APs, Printers, and Desktops.
yes the laptops are 100% wireless.
I see. Wherever we have a large amount of laptops, we wire them up for performance and stability.
My users have shown that when they have to manage plugs on a daily basis, they damage them regularly. We're lucky we don't have more issues with power connectors.
So eliminate the responsibility of having to plug things in.
Get a softphone and have people start using that wholesale.

Not seeing where this is an issue with payments? This person is working for the benefits at an employer, are you as mad about paying for @PenguinWrangler's healthcare as well? I get the employer is the government but this is one of the many way the federal and state government agencies can hire someone for much cheaper then others can, especially if the loan forgiveness program is over a long period of time (6,000$ a year isn't that much if it's over 10 years).
You're only doing the math on the principal and not the interest that was planned for on the loan. That interest money would be used for things that we the people need.
Like road repairs etc.

Hyper-V Server 2016 - How should someone add 18.5 TB of storage
I have a Hyper-V 2016 server with a virtual machine running on it. I've purchased 18.5TB worth of storage and I want to add this storage to the VM as a single large usable disk to be shared out for file sharing services.
When I look in Hyper-V I see 5 individual disks, the new ones. So how do I group all of these disks together so I can present a single disk to the VM to be shared out?

I get that life can serve you a rough hand, divorce, child support etc etc. But that is a part of life.
I didn't get my loans forgiven when I was out of work, I still paid for them in full force. I didn't go to a premium school either, I opt'd for community college because I knew college was a wasted effort for the amount of loans.
Still paid in full.
The amount possibly being forgiven here is more than a years salary!

I believe that is why software updates is only $60 per year. That is dirt cheap considering it is ESXi.
Dirt cheap would be $0/year forever like with XCP-ng and KVM.
True dat! But VMWare isn't opensource and we knew that before the purchase.
Hyper-V isn't open source, but has updates for free, forever. Open source isn't really a factor there.

You still start with the system documentation, how things are setup, the reasoning for setting them up like that, known or foreseen issues with the configuration, limitations of the system, recovery procedures etc.
