One district spokesperson said there was one shooter, another spokesperson said that they cannot say how many shooters there were.

Not confirmed. Up to 8 believed. Sheriff stated he has uncormfirmed that there may be up to 10.
Eight were confirmed, we know of at least one additional to that so far.

They can know that it is higher than the minimum counted. And yes, with authorities. It was the fire department's info.
