            For reference about the various radiation readings mean, XKCD released a very good graphic shortly after the meltdown back in 2013.

                        Sounds like they are trying to compete with SpaceX's LEO satellites that are supposed to have ~20ms of latency.

                                      The 3mp upload is optimistic at best. You need a small sat to transmit up through the ionsphere, and they are doing it with a lower powered dish. Similar problems to early wireless.
