T-Mobile US: Phone Carrier to Extend Free Coverage to Mexico and Canada for Customers
The company announced the new coverage plan, which will roll out Wednesday, in a statement. T-Mobile made partnerships with carriers in Mexico and Canada to enable the free coverage.

TMobile is pretty much that now. Some small places, like in Africa, are not, but the entire first world is free roaming. That's why we use it for travel.
