Um not to sound like a dick, but who the hell uses Bing Search? And more importantly if a superbly low used feature is breaking your computer, it's time to remove said feature.
Stupid MS.

By default, Cortana does. It is built-in default behavior. If you disable it, you will probably experience this problem.

Although, I am pretty sure that it is KB4515384 that causes this issue.

And also DWM has issues where it redtarts your whole RDP session when it crashes in Windows 10. So basically I would be remotely connected to my PC at work and boom it disconnects and then I connect again and the whole session is gone and it is like a restart. Looking at the issue in the event logs it crashes DWM and also has high CPU usage as well.

I have a brand new install that this problem happened to. I installed 1903 from scratch on Tuesday - booted it up this morning - and bam no search ability.
Changing the registry as mentioned above and rebotting fixed the problem.

@Dashrender I didn't realize you still had a problem with KB4515384 as you never mentioned KB4515384 in the thread. It fixed it for me.

I haven't. This freshly installed machine (last tuesday) was the first time I've ever run into this issue.
Which frankly is surprising considering I am using a cleanup script that does disable Cortana... so I should have possibly been having this problems since the first patch issue...
