      Shows set up to create microsoft account.

      Check the bottom left corner on that screen

          UPDATE: 2020-02-24
          Windows 10 Pro, official 1909 ISO

          It looks like the original post is still mostly accurate:

          After selecting your region and keyboard layout:
          OOBE 1.png

          Create local account by clicking Offline account:
          OOBE 2.png

          Click Limited experience to continue creating a local account:
          OOBE 3.png

          Type your name then click Next:
          OOBE 4.png

          Type your password then click Next:
          OOBE 5.png

          Type your password again to confirm, then click Next:
          OOBE 6.png

          Select and answer three security questions, then click Next:

          Default Windows 10 Pro 1909 ISO Desktop and Start Menu layout:

            @Obsolesce leave the password blank to skip the security questions.

            Then set the password after install.

              Did see something about Microsoft stopping the ability to create local accounts on Win10 soon.

              Hopefully that will only apply to Home edition and not Pro

                They sorta already did, and @Obsolesce post seems to indicate they rolled it back.
                If you were online with 1909 home edition, you could not make a local account - you had to reboot and take yourself offline (disable wifi/unplug ethernet), only then could you make a local account.

                  I only mention it as i know April/May there is another BIG update coming and i think this maybe when the change is coming. I've always installed clean and disconnected to give the offline option, but from what i've seen that being removed for all clean install. You'll have to use an account to setup

                      For personal use (Win10 Pro), I use my MS Outlook account for Windows and benefit from all the app and services integration and federation/SSO. It's great. It's nice having all that working from the beginning, such as with OneDrive, Edge Chromium, Mail / Calendar / ToDo app, etc... It all just works so seamless across all my devices and Android phone using it's MS dock and apps.

                      For work use, it's a non-issue because of company IAM and MDM. There is never a case where a user has to go through those screens. After selecting a region and keyboard layout, they are brought to a company branded screen where they enter their work email and are then redirected to Okta login. From there, the PC is set up automatically according to company MDM and compliance policies, along with assigned apps and all that.

                        This is very unlikely to be true. Requiring internet access upon setup is just something I really can't see MS making a mandate. Harass the hell out of you during that offline setup, sure, but actually prevent setup from continuing if there is no online access - yeah no.

                          Yeah, the number of installs that they'd force to Linux would be higher than they would accept.
