FreePBX Call Forwarding/Transferring

Google Voice has a feature where if you call a Google Voice number you can pickup on one of your forwarding numbers (say a cell phone) then transfer the call back to another phone (say a desk phone) when you get back into the office. Can I do this with FreePBX?

If you are using a SIP client on your cell phone, for example then yes.

Which is what he is doing by using the Google Voice client. Though likely WebRTC and not SIP behind the scenes, but either way.

The answer is you cannot do it with Google Voice either.
You are using a softphone that also is named "Google Voice" that makes this seem magic.

Are you sure? I'm pretty sure when last I used Google Voice (been ages) it could 'transfer' to your actual number... so your cellphone (or home phone) was ringing using the normal phone function.
I also recall that when getting a call from Google Voice, you could press say - #5 (I made this combo up) and google voice would then respond, because it was still actually involved in the call and listening for commands.
I'm not sure if FreePBX has a function like this - which is completely different than a smart phone using a PBX app/SIP client

Our users have many different phones, so I don't want to have to install, configure and support a SIP client(s). Anyway to do it without a SIP client on the phone?

I don't think so. When you have the cell call there isn't the PBX in the path, so the "codes" being sent back just become audio and don't get picked up by the PBX.

I think the key here is to leave the call on the PBX, and just have the PBX "reach out" to the cell phone.

And that's what happens when you use the SIP agent. But if FreePBX won't 'listen' to the audio like I claimed that Google Voice has done in the past - then there is no way around using a SIP client to give PBX commands.
Conferencing is a special case where the PBX is still listening - I'm completely unaware of a way to make FreePBX do that while on a normal call.

It can be done. But it is a security risk. Either party on the call could hit feature codes to initiate things. It is your phone bill.
You can change the trunk's dial options. Change this to override and then change the value from

Can you change the Asterisk Dial Options in a way that isn't system wide? Maybe just allowing it sometimes?

That’s something that can be changed per trunk. So if you craft your rules to send those kind of calls out that trunk that would be the only time it applies.
