it refreshes every 5 mins, but might require a reboot on the client side first.

I normally reboot after install. Just makes things easier.

No need to turn off the firewall. It is Agent based.

Restart-Service salt-minion
I find PowerShell the simplest.

@scottalanmiller Yes, of course, we have UAC actually enabled, and require an external admin account to install anything.
It's installed now.

Just running a CMD would open a command window... fail all things not allowed as non-admin, then close.
I thought I had done that, then poof, it showed up in the console.
