Issue with Chrome

When I open a desktop shortcut in Chrome I get:
file:///C:/Users/aolynyk.ROSE/AppData/Local/Microsoft/Windows/INetCache/IE/W4BF1BAP/ASOB89BA and some garbled version of a cached page
This worked before I installed the latest W10 Insider Build. I know...Why did I install it...
File associations appear to be correct. Any ideas?

What are the properties of the short cut?

properties show correct URL and permission

Roll Back, or try setting default to something else like ie, then back to chrome

I've started getting pulled in 50 different directions at once at work, but surely I'm not THAT much of the total traffic. Someone else still takes the lions share of that, for some reason.
